Progress Update and Time For Action

Here is the latest scoop on Constitutional Carry SB 93.  The Senate Judiciary, Utilities, Commerce, and Government Operations Committee is scheduled to hold an Executive Committee session on the Constitutional Carry Bill – SB 93 at 1:30 PM Wednesday, May 25, 2011 in Room 300 Southeast of the State Capitol.  Executive Committee sessions are open to the public but the public cannot testify.

The bill coming out of this session will be the Constitutional Carry bill – SB 93 with an optional permit system designed to provide for reciprocity and the Gun Free School Zones.  There will be no training component.  We absolutely need your help getting this bill through the Senate and the Assembly and on to Governor Walker’s desk.

Once the bill comes out of this committee, it will be scheduled for a vote on the Senate Floor.  This is expected to be sometime in June 2011.  I know this will happen because Dave (Ole) and I have talked to many legislators during the last several days.  This is what they have told us will happen.
 
TIME FOR ACTION  – we need positive influence in the State Capital.  Here is what you need to do.  You MUST do your duty as a citizen in order for this to be a reality.  Do not wait; time is of the essence.
 
1.       Call, email and/or write to the following 10 Senators that have signed on to this bill.

Tell them you applaud their efforts to re-establish the Constitutional Right to Carry for the citizens of Wisconsin.  Tell them you appreciate their support to co-sponsor and vote in favor of SB 93 – Constitutional Carry Bill.
 
2.      Call, email and write to the remaining Senators. We need an additional 7 Senators for this bill to be passed on the Senate Floor.  You can find them here: http://legis.wisconsin.gov/W3asp/contact/legislatorslist.aspx?house=senate
 
Respectfully ask them to sign on as a co-sponsor of SB 93 – Constitutional Carry Bill.  Explain to them that this bill is the only Constitutional choice.  The  Legislative Fiscal estimates for Conceal Carry Bill SB 90/AB126 are 13 fulltime staff and over $2,000,000 in the first year  and over $1,000,000 every year thereafter.  This is neither the fiscal nor the Constitutional choice.  Constitutional Carry would have NO fiscal demand on the taxpayers of Wisconsin. 
 
Once, the bill passes out of the Senate, this bill will be adopted in the Assembly.  We need a total of 50 representatives to sign on and vote in favor of SB 93. 
 
3.      Call, email and write to the following 24 representatives in the Assembly that have signed on to this bill.

4.      Call, email and write to the remaining Representatives.  We need an additional 26 Senators for this bill to be passed in the Assembly.  You can find them here:

We are told that if we cause this happen, leadership will follow us.
 
Here would be a sample of text you could send:
 
CONSTITUTIONAL CARRY: The right of law-abiding citizens to carry in the manner of their choosing (open or concealed) without a government registration, permits, taxes, token training mandates -uninfringed, as the Constitution intended.
 
 I can lawfully open carry a firearm now with no permit or mandated training; why do I need a permit or mandated training to cover my firearm with a shirt or jacket.
 
 - FOUR states currently have constitutional carry: Vermont, Alaska, Arizona, & Wyoming.
 
-28 states, including Wisconsin, allow open-carry with no permit, no registration, and no training mandate. 8.5 Million People live in states where law-abiding citizens of legal age can carry without any permit or government mandates. 
 
- Many other states have active legislation to do away with their shall-issue permit system in favor of constitutional carry because there have been no problems. 
 
-Constitutional Carry would have NO fiscal demand on the taxpayers of Wisconsin. 
 
-Fiscal estimates for AB 126 are 13 fulltime staff and over $1,000,000 per year.  So much for smaller government and less spending in our state!
 
I urge you to first support SB 93 with an optional permit for reciprocity.  This would be the most Constitutional bill and the most in line with my belief of fiscal responsibility and smaller government.
 
We ABSOLUTELY MUST flood the Capital with positive and encouraging telephone calls, emails, postcards and letters urging our legislators to follow the constitution and to listen to their constituents!   NOW is the time for the People’s voice to be heard.  If we can’t pull together and do our duty as citizens now, then we will have nothing to complain about. 
 
SEND this email to EVERYONE in the state of Wisconsin.  Tell them to get moving now so WE THE PEOPLE will realize our Constitutional Right to Carry!  Send the message loud and clear so that the Constitutional Carry Bill SB 93 will become a reality for the citizens of Wisconsin.
